The meeting began at 16:45. The Chair welcomed everyone to the meeting.

1. Past Minutes

Moved: That the ISMVL 2003 Plenary Session minutes be accepted as posted at www.ismvl.org. Moraga (Dueck) Carried

2. Report Regarding the Journal on Multiple-Valued Logic and Soft Computing

M. Miller reported for D. Simovici who had to leave prior to the Plenary Session. There are sufficient papers in the pipeline that the publisher has suggested going to 6 issues per year. D. Simovici and I. Stojmenovic are cautious in this regard as they are concerned about the effect a resulting price increase might have on library and individual subscriptions. It was suggested that anyone with views on this should communicate them to D. Simovici. Special issues of the journal are being prepared to honour T. Higuchi and H. Theile.

3. Executive Subcommittee Report

The Chair presented a report on behalf of the TC Executive Subcommittee. The IEEE Computer Society Technical Activities Board (TAB) wishes to see increased collaboration between TCs. The TAB is also encouraging nomination of fellows and awards to active TC members. It was noted that the TC Chair can make nominations for IEEE Computer Society awards. He welcomes suggestions.

The Chair identified the following issues for ongoing consideration by the TC:

Two members-at-large are required to replace V. Sofronie-Stokkermans and A. Ciabattoni whose terms expire at the end of 2004. The Chair advised G. Dueck (Canada) and N. Homma (Japan) were the nominees of the Executive Subcommittee for members-at-large for 2005- 2007. He called for nominations from the floor. As there were none, Drs. Dueck and Nomma were acclaimed.

The Chair advised that the Executive Subcommittee had considered the role of the Vice-Chair for Technical Activities. The consensus was that this position was not sufficiently distinct from the Vice-Chair for Tutorials and Workshops. The Executive Subcommittee's suggestion is that the position become a Vice-Chair for Publications and that I. Stojmenovic would be a good choice for the position. There was agreement that the position be changed and as there were no nominations from the floor, Dr. Stojmenovic was acclaimed.

5. Symposium Subcommittee Report

ISMVL-2003 Tokyo

T. Waho reported on ISMVL-2003 held May 16-19 in Tokyo. Profs. Miller, Waho and Stankovic were the program co-chairs. There were 104 participants including 21 IEEE student members. 54 of 73 (74%) contributed papers were accepted and there were three invited talks. Paper awards for ISMVL-2003 will be presented at the ISMVL-2004 banquet. An IEEE Computer Society Certificate of Appreciation was presented at ISMVL-2003 to T. Higuchi Tohoku University) by T. Sasao. The Chair thanked Prof. Waho and all others involved for the excellent preparation of ISMVL-2003.

ISMVL-2004 Toronto

A. Sheikholeslami reported there are 92 participants. 53 of 87 (61%) contributed papers were accepted with authors from 16 countries. The strongest representation is from Japan. There are two invited talks. There were 4 no-shows. Prof. Sheikholeslami expressed his view that the round table discussion had been successful. He did note that there could have been more time for discussion. The final version of ISMVL Proceedings 1971 - 2004 DVD will be mailed in the late summer. Forty DVDs have been sold to date. Prof Sheikholeslami noted that the lunchtime visit to Alterra had been very well received with the maximum of 35 attendees participating.

The Chair thanked A. Sheikholeslami and G. Gulak for the excellent organization of ISMVL-2004. He also thanked G. Dueck, Program Chair, and the other members of the program committee for their work on preparing the technical program.

ISMVL-2005 Calgary

S. Yanushkevich presented the plans for ISMVL-2005 to be held in Calgary May 19-21. It will be preceded by the ULSI Workshop on May 18. Plans include an excursion to Banff which will likely be on the Friday afternoon. The symposium will be held on the University of Calgary campus. There are quite reasonably priced hotels near the campus and rooms may be available on campus.

ISMVL-2006 Singapore (Lion City)

B. Falkowski presented a proposal to host ISMVL-2006 in Singapore. Location has not been decided but suitable new conference facilities are available with accommodation near by. Prof. Falkowski's presentation highlighted the cultural diversity of Singapore and its many attractions. He noted the strength of Singapore as a conference destination and the ease of transportation both to and within Singapore. He noted there are four official languages but virtually everyone speaks English. The temperature is in the range of 20 - 35 C throughout the year. The question of accommodation cost was raised. The Chair advised that such information when known would be put on the www.ismvl.org web site.

Proposal: The Chair proposed that ISMVL-2006 be held in Singapore with B. Falkowski as symposium chair. This was approved with no objections.

Future Sites

The Chair advised the tentative list of future sites for ISMVL as considered by the Symposium Subcommittee is Formal proposals for ISMVL-2007 will be considered a year from now. M. Miller advised that TC policy is that symposia sites are approved no more than two years in advance so that all who are interested in hosting ISMVL have a reasonable chance to compete. Notice of intent to present a formal proposal should be sent to the TC Chair as soon as possible. He noted that site assignments have in the past usually been worked out by negotiation between the TC Chair and the proposers, but it would ultimately come to a vote of the TC if it is not resolved by negotiation. This has occurred on a couple of occasions in the past. O. Mirmotahari indicated a proposal to host ISMVL-2007 in Norway may be forthcoming.
