Minutes of Meeting

The meetings of the MVL-TC Executive and Symposia Subcommittees were scheduled consecutively over the lunch break on the first day of ISMVL-2004 with the members of both subcommittees invited to attend both meetings.
Present: M. Perkowski (Chair), T. Aoki, B. Falkowski, G. Dueck, G. Gulak, T. Hanyu, H. Machida, M. Miller, C. Moraga, T. Sasao, A. Sheikholeslami, D. Simovici, K.C. Smith, T. Waho, S. Yanushkevich, Y. Yuminaka
The meeting began at 12:15.

T. Sasao (past TC Chair) introduced M. Perkowski as the new TC Chair. M.Perkowski in turn thanked T. Sasao for his work as TC Chair and welcomed everyone to the meeting.

The Chair reported he did not attend the IEEE Computer Society Technical Activities Board (TAB) Meeting in Savannah, Georgia in February as he was not notified of the meeting. He will attend the TAB meeting June 17-19 in Kansas City. He noted the TAB is interested in:
- encouraging collaboration between TCs
- nomination of fellows and recognition awards - T. Sasao advised that the TC Chair can nominate people for Computer Society recognition.

The Chair identified the following issues for consideration:
- awards for young researchers
- policy on multiple paper submissions
- how to keep quantum computing an area for ISMVL
- whether the TC should promote educational initiatives such as a model syllabus for MVL courses, or an MVL centered robot kit
- what the TC can do to help attract strong graduate students to the area
- whether the MVL-TC should become a sponsor of the Boolean Problems workshop in held in Europe.

D. Simovici reported on the Journal on MVL and Soft Computing. A special issue is being completed in honour of T. Higuchi (T. Hanyu editor). A special issue is also being completed in honour of H. Thiele (C. Moraga editor). There is a sufficient buildup of papers that the publisher has suggested going to 6 issues per year. D. Simovici said that he and I. Stojmenovic (joint journal editors) have reacted cautiously to this proposal as they are worried that libraries and other subscribers might find the related price increase prohibitive. He noted that he is pleased with the current quality and also noted that the acceptance rate is now below 50% which he believes shows an increase in interest and quality. The journal is abstracted by North-Holland and is soon to be abstracted by ISI.
D. Simovici noted he will arrange for the call for papers for ISMVL-2005 to appear in an upcoming issue of the MVL journal

There was a discussion of the role of the Vice-Chair for Technical Activities. The consensus was that this position was not sufficiently distinct from the Vice-Chair for Tutorials and Workshops. It was suggested that the position become a Vice-Chair for Publications and that I. Stojmenovic would be a good choice for the position.
Two members-at-large are required to replace V. Sofronie-Stokkermans and A. Ciabattoni whose terms expire at the end of 2004. G. Dueck (Canada) and N. Homma (Japan) were suggested as nominees for members-at-large for 2005- 2007.
The elections for these positions will be held at the Plenary Session.

There was discussion of awards for young researchers. It was suggested that an award of $200 (U.S.) and a plaque would be suitable. After further discussion, it was concluded that:
- there should be one award per year;
- it should be identified as an award for an outstanding contribution by a young researcher in MVL;
- the award should be open to graduate students and researchers who are within five years of receiving the doctoral degree - to be considered the individual must present the paper at the symposium;
- referees should be asked to identify ISMVL papers they consider worthy of consideration for the award;
- once the program committee knows who will present the paper, the symposium committee should check that person's eligibility to be considered for the award;
- at least two members of the program committee should attend the presentation of a paper being considered;
- after all papers being considered have been presented the symposium committee should convene to determine which if any presenter should receive the award which will be presented that symposium the following year.
- A. Sheikholeslami reported on the state of the MVL proceedings DVD. He noted that all proceedings from 1971 to 2004 will be included in the completed DVD which he anticipates will be sent out later this Summer. The price of the DVD at the Symposium is $35. The price after will be considerably higher.
