Meiji University

Tokyo, Japan

Present: T. Sasao (Chair), Attendees at ISMVL-2003

1.  Past Minutes

The minutes of the ISMVL-2002 Plenary Session are available at www.ismvl.org.  They were accepted as posted.

2.  Executive Subcommittee Report

H. Machida reported on the Computer Society Technical Activities Board Meeting which he attended on May 7 in Vancouver.  He noted that the Computer Society will warn any TC that does not have more than 750 members or does not sponsor more than one technical meeting per year.  The MVL-TC currently has 874 members and sponsors the ULSI Workshop and ISMVL.  Prof. Machida stated it was important for the TC to be represented at these meetings even if all the discussion is not relevant to the TC.

The Chair noted the current executive consists of

Chair: T. Sasao

Past-Chair: R. Haehnle

Vice-Chairs:

            Publicity and Marketing: H. Machida

            Workshops and Tutorials: T. Hanyu

            Technical Activities: M. Perkowski

Secretary: M. Miller

Treasurer: A. Shiekholeslami

Bulletin / Web Page Editor: Y. Hata

There are five members-at-large:

            T. Aoki (2000-2003)

            S. Yanushkevich (2000-2003)

            V. Sofronie-Stokkermans (2002-2004)

            A. Ciabattoni (2002-2004)

R. Stankovic (2003-2005)

Since the terms for Profs. Aoki and Yanushkevich finish this year, two replacements are required.  The Chair nominated B. Falkowski and Y. Hata both for terms from 2004-2006.  He called for further nominations.  There were none.

Motion: B. Falkowski and Y. Hata be appointed as Executive Committee members-at-large for 2004-2006.  J. Butler (A. Shiekholeslami) Carried.

Election of TC Chair

The Chair explained the process for selection of the next TC Chair.  The Executive Subcommittee has appointed M. Kameyama, G. Dueck and M. Miller, all past TC Chairs, as the nominating committee.  They will identify at least two qualified candidates and an election will be held by e-mail.  Individuals who are members of the MVL-TC and the Computer Society are eligible to vote.  In keeping with the TC practice of rotating the Chair, the next Chair will be from North America if possible.

3.  Journal of Multiple-Valued Logic and Soft Computing

D. Simovici outlined the past year’s history related to the MVL Journal.  The Journal was acquired by Taylor and Francis when they took over the journal’s publisher.  Taylor and Francis decided to drop 100 of 150 acquired journals on the basis they were not seen as sufficiently profitable.  Profs. Simovici and Stojmenovic considered alternatives and decided upon Old City Publishing, which is in fact a new publishing company in Philadelphia.  Prof. Simovici thanked those who have taken individual subscriptions to the journal.  He noted that the first issue in the new format was the special issue recognizing the contributions of K. C. Smith.  He said that it is hoped that the first issue in Volume 10 will be a special issue recognizing the contributions of  Prof. Higuchi.

4.  Symposium Subcommittee Report

ISMVL-2003 Tokyo

M. Mukaidono reported on this year’s symposium.  There are 105 registrants from 18 countries with 57 registrants from Japan.  There are 22 student registrants.  There are 3 invited addresses and 54 contributed papers which were selected from 73 submissions.  He thanked the Program Co-Chairs: T. Waho, R. Stankovic and M. Miller for their work on the program.  He thanked all present for attending and stated he was very happy with the support of this year’s symposium.  The Chair thanked Prof. Mukaidono and his team for a well organized symposium.

ISMVL-2004 Toronto

A, Shiekholeslami presented the plans for next year’s symposium.  It will be held at the University of Toronto on May 20-22.  It will be preceded by the ULSI Workshop on May 19.  He noted that ISCAS will be in Vancouver shortly after ISMVL so it will be convenient for those who wish to attend ISMVL and ISCAS.  The presentation emphasized the attractions of Toronto.  The symposium and workshop will be held on the University of Toronto campus to reduce costs.

The call for papers was distributed.  Prof. Shiekholeslami noted that a centralized submission system will be used next year.  A program committee will be used rather than three program co-chairs.  G. Dueck has agreed to chair that committee and T. Sasao, T. Hanyu, D. Simovici and  W. MacCaul have agreed to be members of the committee.  Two further possible members have been contacted.  The site for paper submission is www.eecg.utoronto.ca/~ismvl2004.

Proposal to Host ISMVL-2005 in Calgary

M. Miller presented the proposal on the behalf of S. Yanushkevich who could not be present.  Prof. Yanushkevich will be the symposium chair.  Holding the symposium on the University of Calgary campus, or at Banff or Lake Louise (in the mountains west of Calgary) have been investigated.  The mountain resorts are quite expensive. The Symposium Subcommittee’s recommendation to the organizers is to hold the symposium and ULSI workshop at the campus and organize an excursion, possibly including the banquet, to Banff or Lake Louise.  The presentation emphasized the convenience of getting to Calgary, the excellent and inexpensive facilities at and near the university, and the natural beauty of the mountain area nearby.

Motion: ISMVL-2005 be held in Calgary.  J. Butler (G. Dueck) Carried.

Future Sites

B. Falkowski outlined his plans to submit a proposal to host ISMVL-2006 in Singapore. (Note: It is TC policy not to approve a site more than two years in advance to give all interested full opportunity to bid.)  It would be hosted at Nanyang Technological University.  R. Stankovic, M. Thornton and T. Waho have agreed to serve on the program committee.  The Chair indicated Dallas Texas, Romania and Okinawa are other possible future sites with plans for each in the early stages.

Other Business

There was none.  The meeting adjourned at 17:10.
