1. Chair's Message


The 1997 International Symposium on Multiple-Valued Logic (ISMVL)was held in Antigonish, Nova Scotia, Canada on May 28-30. Thiswas our fourth meeting in Canada. It was a nice chance for usnot only to discuss our new research results, but also to enjoybeautiful nature of Nova Scotia.

The Distinctive Contibution Award in ISMVL-96 was given to T.Waho,K.J.Chenand M.Yamamoto for "A Literal Gate Using Resonant-TunnelingDevices".The authors developed a novel literal gate consistingof one resonant-tunneling diode and two resonant-tunneling transistors.That pionnering work will contribute to development of high performancemultile-valued device and circuit technology toward the next-generationdigital systems.

In conjunction with this symposium, the 6th International Workshopon Post-Binary ULSI Systems was held on May 27. It was also successfulwith 34 attendees.

I thank all of the contributors, especially those that participateddirectly in the symposium. These include Professors G.Dueck, D.M.Miller,R.Drechesler, O. Ishizuka, and the organizers at St.Francis XavierUniversity. I also appreicate the contribution of the authorsand the referees.

The past and recent our TC activity was presented in

"Technical Activities Forum", Computer, pp.83-85,May 1997.

Our important work is to encourage younger researchers for futureactivities. I hope the article helps to understand the importanceof our MVL area, especially for younger genearations.

M. Kameyama called the meeting to order at 15:17. He welcomedall present and noted the somewhat tight afternoon schedule. Heexpressed his gratitude to Y. Hata who has 'pioneered' the MVLelectronic bulletin and web site. Finally, he acknowledged a donationby the Japanese Research Group on MVL.

1. Minutes of ISMVL-96 Plenary Session
The minutes had been previously distributed in the bulletin. Therebeing no correction noted, they were accepted as distributed.

2. Report of the Executive Subcommittee
M. Kameyama reviewed the Technical Committee executive compositionand the current membership. He presented the following nominationlist proposed by the Executive Subcommittee:

There being no nominations from the floor, the above were acclaimed(note both members-at-large are required as there are six electedin pairs on a 3 year rotation).

M. Kameyama explained the Computer Society's procedures governingelection of a Technical Committee Chair. He advised that the ExecutiveSubcommittee has appointed A. Takagi (Chair), C.Silio and K..C.Smith to serve as an election committee until Dec. 31, 1997.

There must be at least two candidates for Technical CommitteeChair.M. Kameyama, on behalf of the Executive Subcommittee proposed:G. Dueck, St. Francis Xavier University and I. Stajmenovic, Universityof Ottawa. Both have agreed to serve if elected. There were nofurther nominations.

A paper ballot was distributed. The ballot will also be made availableto the full Technical Committee membership via the bulletin. Deadlinefor voting is Oct. 31, 1997 and the result will be announced inNovember. It was agreed that the unsuccessful candidate shouldbecome the Vice-Chair (Publicity and Marketing).

Awards
M. Kameyama described the Technical Committee's contributed paperaward process and advised that K. C. Smith has agreed to serveas Awards Committee Chair. the award for ISMVL-96 will be announcedat the evening banquet. M. Kameyama reminded attendees to submittheir paper awards recommendations for this year's symposium.

MVL Journal
D. Simovici advised that six issues of the MVL Journal have appearedso it is midway in the second volume. M. Miller and R. Drechslerare co-editing an issue on decision diagrams which should go topress early in the fall. A call for contributions for a specialjournal issue on circuit technology edited by L. Micheel has justappeared. The deadline for submission is July 31, 1997.

Electronic Bulletin
M. Kameyama noted Y. Hata's hard work in getting an electronicbulletin started. There are 3 issues a year with deadlines ofFeb. 15, July 1 and Nov. 1. All the MVL community are encouragedto submit material to the bulletin.

is preferred. Short articles, abstracts, meeting announcements,etc., are encouraged.

Y. Hata noted that, to date, 135 people subscribe to the bulletin.It was agreed more should be done to ensure its availability iswell known by all in the Technical Committee.

3. Report of the Symposium Subcommittee
G. Dueck as Chair of ISMVL-97 chairs the symposium committee andpresented the report.

ISMVL-96 The final budget statement has been submitted to theComputer Society. There is a surplus of approximately$1,000 US.

ISMVL-97. All is going well. There are 65 attendees including20 students which is encouraging. It is expected that the symposiumwill break even or realize a small profit.

ISMVL-98. Fukuoka, Japan was approved as the site for '98 at lastyear's plenary session. A call for papers has been distributed.T. Sasao who is ISMVL-98 Symposium Chair gave a short presentation.He noted the paper submission deadline is Nov. 1, 1997. A website will be developed to provide full symposia details. Theywill also appear in the bulletin.

ISMVL-99. R. Drechsler presented a proposal to host ISMVL-99 inFreiburg in Breisgan, Germany. He noted the convenient and attractivelocation. Freiburg is an historic old town very convenient forwalking and varied accommodation.

MOTION: ISMVL-99 be held in Freiburg in Breisgan, Germany. ExecutiveSubcommittee. CARRIED.

ISMVL-2000. M. Perkowski proposed holding ISMVL-2000 in Portland,Oregon. He noted the large number of companies in the area. Hestated his department and university are very supportive of hostingISMVL-2000 in Portland.

MOTION: Portland, Oregon be provisionally approved as the sitefor ISMVL-2000 with a formal proposal to be considered at ISMVL-98Symposium Subcommittee. CARRIED.

ISMVL-2001. E. Orlowska proposed holding ISMVL-2001 in Warsaw,Poland. She noted the strong history of multiple-valued logicresearch in Poland, and noted there is good support to hold thesymposium there.

ISMVL-2002. D. Simovici proposed that ISMVL return to Boston in2002.

Technical Committee policy is not to accept or endorse symposiasites more than three years in advance so the Warsaw and Bostonsuggestions were accepted as information with no decision.

G. Dueck and M. Kameyama reported on a discussion at the SymposiumSubcommittee. Retired participants are to be eligible for thestudent rate. M. Kameyama proposed the identification 'honourable'Technical Committee members or those who have retired after longand significant contributors to MVL. No formal action was suggestedor taken.

4. Other Business
M. Kameyama noted the degree of activity of the Technical Committeewhich he described as small but highly productive. He cited:

- the plans for future symposia sites and the enthusiasm of theproponents
- the ongoing success of the Post-Binary Workshop
- the introduction of an electronic bulletin and web site
- the start of the MVL Journal and the special issues planned
- the activity of the Japanese Research Group on MVL which hastwo regular meetings per year.

M. Kameyama asked that Technical Committee members send otherideas and initiatives to him as Technical Committee Chair.

C. Silio reported on a recent INTEL announcement that they willbe using multi-level cell .6 micron technology in a 16 Mbit flashmemory chip. They anticipate this will drop the cost to $20/Mbyte.Their longer term target is 16 level cell technology with a costof 50 cents/Mbyte.

M. Kameyama encouraged all Technical Committee members to promotethe area to younger researchers and to encourage them to participateactively in the Technical Committee.

There being no other business, the meeting adjourned at 16:08.

Multiple-Valued Logic - an international journal

Special Issue on The Nanoelectronic Challenge to MVL


Binary CMOS downscaling is expected to reach its limit in 2010with 2 billion devices and 70 nm minimum dimensions. Large researchprograms are exploring nanoelectronic technology and revolutionaryquanturn devices, and device counts of 1 trillion are envisioned.Multi-state HBTs, the RTD Stack, and the Quantum Dot Single-ElectronTransistor are examples of truly multivalued devices. The MVLresearch community is invited to help chart the course of technologydevelopment well into the next century by exploring novel logicstructures, memory concepts, computational paradigms etc tailoredto these vtery large, 2D and 3D, ultra high density nanoelectronicarrays

For Part I of this Special Issue we invite full papers addressingmultiple-valued approaches of all kinds to the nanoelectronictechnology challenge. The may include, eg, systoric arrays withonly local interconnects, or somewhat smaller 2D arrays interconnectedin the third dimension by optical means. Opportunistic approachesare encouraged that make optimal use of a Binary-Multivalued Logicmix, and of electro-optical devices.

For Part ll we invite short papers of novel MVL Concepts and ideasto stimulate scientific discussion in a "forum" likesetting. This should be most helpfui in setting goals for thenanoelectronic technology development

WELCOME TO SZCZECIN
Szczecin is one of Poland's major centres of industry, trade,culture and science. Nowadays Szczecin is one of the most importantBaltic seaports situated at the mouth of Odra River, about 65km from the Baltic Sea coast.
The population of Szczecin amounts to 500,000 inhabitants. Thereare many institutions of higher learning in Szczecin such as theTechnical University.
The city has a number of cultural establishments such as PolskiTheatre, Wspolczesny Theatre, Opera House, Light Opera, PhilharmonicHall, Pleciuga Puppet Theatre and Krypta Theatre. The town hasfour natural water sports centres: Glebokie, Dziewoklicz, Dabieand Mielenskie.

MULTIPLE-VALUED LOGIC - AN INTERNATIONAL JOURNAL
SPECIAL ISSUE ON EVOLUTIONARY ALGORITHMS

Multiple-Valued Logic - An International Journal is a new publicationof Gordon and Breach Science Publishers, Inc. The first two issuesappeared in Summer 1996. The mandate of the journal is to publishoriginal research, survey and tutorial articles in all aspectsof multiple-valued logic.

Scope:

Submissions are requested for a special issue of the Journal devotedto the development and application of evolutionary algorithm methods(covering genetic algorithms, genetic programming, evolution strategies,etc.) for multiple-valued logic, like encoding, and its application.

Three copies of an original manuscript should be sent to the guesteditor by September 30, 1997:

Alternatively, a submission can be made by way of a latex or postscriptfile sent as an electronic mail message. Specify in a separatemessage the compression utilities used. Submissions by fax willnot be accepted.

Submissions should not have been previously published nor submittedfor publication in any other journal or book.

Preparation of Manuscripts:


Manuscripts should be in English, should include a 100-150 wordabstract and should have three to six keywords. Authors are encouragedto also provide three to six keywords or classification codesfrom the American Mathematical Society Classification system,respectively.

The manuscript should be double spaced with wide (3 cm) margins.Figures should be numbered with consecutive Arabic numbers, havedescriptive captions and be mentioned in the text. Figures shouldbe kept separate of the text and should be of high quality fordirect reproduction. Tables should be consecutively numbered withRoman numerals with a clear descriptive caption at the top.

References should be indicated in the text by Arabic numbers inbrackets. The references, complete in all detail, should appearin numerical order at the end of the paper.
